Witnesses saw a man place a cardboard box behind the wheels of his pick- up truck. The man got back in the cab, backed over the box, back and forth several times, then speed away. The box contained Howie and another small dog. The man and his pick- up truck succeeded in killing the other dog; Howie survived with a broken back, 2 crushed legs and permanent paralysis.
